Institutional Entrepreneurship, Trust, and Regulatory Capture in the Digital Economy
2019
In regard to the problem of the new markets' opening and their regulation, some scholars have introduced the concept of “institutional entrepreneur” in economic literature. This new definition of entrepreneur is important to highlight, albeit in informal and descriptive terms, the existence of functional relationships between activities typical of private market competition and those more specifically, of the public sector. Even if this new economic character can provide an interesting key to understanding what can really happen in the narrow zone that separates the public and private markets, it does not consider some conceptual components that are not minor for the purposes of complete ch…

2019
The sentence of the Constitutional Court declaring the unconstitutionality of the art. 14 paragraph 1-bis of Legislative Decree no. 33 of 2014 in the part in which it provides for the publication of the data pursuant to art. 14 paragraph 1 letter. f) of the aforementioned legislative decree, for all holders of managerial positions assigned in any capacity, also affects its "implementation legislation", which is given by the guidelines that ANAC issued with resolution no. 241 of 8 March 2017. The informality of the aforementioned activities and procedures has allowed a greater margin of intervention and influence of the President of the Republic in the exercise of his functions of political intermediation, during the phases of government crisis management a…

Profit vs morality: how unfair is labor market discrimination? Results from a survey experiment
2019
Using an original survey-experimental protocol, we study the normative acceptability of the trade-off between immoral profit (discrimination) and costly morality (non-discrimination). We test the causal influence of three factors: i) the origin of discrimination, ii) the steepness of the morality/profit trade-off and iii) anti-discriminatory moral injunctions. Contrasting with past experimental and attitudinal studies, we find that a significant minority of respondents believe that labor market discrimination is acceptable when morality results in profit loss. We also find that the three tested factors have significant effects on normative opinions. Respondents are more likely to choose pro…
